There have been numerous speculations about the current situation with the pier.  As I explained yesterday, we learned Tuesday that the completion date was expected to be October 10, 2020.  Please let our Interim Town Administrator and Council work out the details.  We have asked FEMA for an extension but will not have a definitive answer until they complete their review process.  I have had several calls requesting information and have shared all of the information that we have at this point.  Please be patient as we wait for an answer.  In the meantime, we are aggressively working to complete the contract for the building of the pier and hope to start construction immediately upon approval of the extension.

Also, as I explained yesterday, the negotiations with the Atlantic Restaurant Group are still taking place, but, per our ordinance, we cannot lease town property without having a public hearing.  A public hearing has been set for our next Town Council Meeting on October 13, 2020.  While the exact details of the lease will not be disclosed, a brief narrative will be prepared and presented.

I will provide more information on the pier as I receive it.

Mayor's Update 9/23/2020

Mayor Hellyer’s Daily Update

September 23, 2020

  • South Carolina Cases: 138,171**
  • South Carolina Deaths 3,085**
  • Horry County Cases: 9,898** denotes results (09/23/2020 2:19 PM)

Last night's Town Council Meeting contained a lot of new information that we had not been informed of prior.  We are currently moving rapidly to start construction on the pier.  We were told that construction needed to start by October 10, 2020, based on FEMA requirements.  We were informed last night to be the Interim Town Administrator that the Pier Restoration Project needs to be “completed” by October 10, 2020. Obviously, we cannot complete the building of the pier in 20 days.  Because of this new information, we will have to see if FEMA grants us the extension that we requested back in August.  We will continue to work in a positive direction, but steps need to be taken to protect the town.

We also had a discussion about dogs on the beach.  As you might remember, when we passed this ordinance earlier this year, we specifically stated that we would revisit this issue in September and make any adjustments necessary.  In a vote of 4 to 3, it was decided to leave the ordinance as written, therefore, dogs will continue to be allowed on the beach year-round.

Town Council authorized our Interim Town Administrator to review the applicants for Town Administrator and set up interviews with Town Council.  We look forward to this process.

We were also informed by our Town Attorney that before we can finalize any agreement with ARG in reference to the lease on the pier, we will need to have a public hearing.  This is now scheduled to take place on October 13, 2020.

I will provide more information on the pier as I receive it.

Here is an update on the Pier Restoration Project.   At our last Town Council Meeting, we awarded the bid to Consensus Construction. The engineers and architects are now completing the A1A documents needed to complete a contract.  These documents will be given to our town attorney to made additions.

We will possibly then be giving this document to a contract attorney for review.  We will be discussing the contract attorney review at our Town Council Meeting next Tuesday.   We still have negotiations with our tenant on the pier.  We need to set a date for our tenant to vacate so we can proceed with construction.  Our Interim Town Administrator has done a great job of coordinating all of these projects.

Please join us next Tuesday to hear more about the pier.

It was reported today that the construction project on Business 17 is just about completed.  There are a few things left on the punch list, but the barrels have started to be removed.  There are a few issues with the traffic signals that still need to be addressed.  Also, street lights need to be installed.  This work will be done by Santee Cooper and not SCDOT.  Santee Cooper should start the installation of the street lights in the next week or two.  This will start at Rt 544 and work their way to Melody Lane.  The project should be completed in the next month or so.

With the tourist season coming to an end, and children starting their new hybrid schedule, it is even more important for us to maintain our social distancing and wearing a mask.  This is not only to protect yourself but others.  Let’s all work together to keep the numbers down.
