Wanted: Qualified members for an Independent Pier Review Committee.

This is an ad hoc committee being formed by Town Council to peer check and review the bid evaluation process and provide recommendations for the replacement of the Surfside Beach Pier. The bids are due to be submitted by June 11, 2020. Collins Engineering and LS3P are the designers and preparers of the bid specifications. They will be available for consultation and to respond to questions of the committee.

Expectations: The committee will prepare and recommend an evaluation rating system and the corresponding weight point scoring criteria for Council consideration. The committee will also prepare the evaluation checklist to ensure all major categories of the bid specification are adequately addressed and evaluated. The evaluation criteria may include, but are not limited to, price, quality of materials, technical capability, marine construction experience, subcontractor list, safety rating, financial and bond rating, insurance and liability, schedule for performance, and contingency plans. The committee will evaluate the bids submitted and recommended by the Collins Engineering team to establish and verify the proposal with the best value to the Town of Surfside Beach. Candidates should be available for a minimum of 30 days from the bid due date. Town Council will have full and final authority for selecting the bid that is in the best interest of the Town.

Qualifications: The primary members need to have experience with major constructions projects, marine construction preferred; a working knowledge of the technical and commercial specifications being required for this project; and/or experience with bid evaluations and commercial contracts. Members cannot have any affiliation with bidding or performing contracting or being a sub-contractor of the pier project.
