Overview
The ad hoc parking committee was re-established on January 11, 2022.
Responsibility
The primary responsibility of the Parking Committee is to review and resolve any identified parking issues within the Town, and to recommend possible resolutions for the same to Town Council. The Parking Committee is an advisory board, and shall not have any responsibility or authority for enforcement of the parking ordinances or collection of parking fees.
In fulfilling its responsibility, the Parking Committee shall perform functions that include, but are not necessarily limited to, the following:
- Identification of parking issues within the Town. Issues should be fully vetted and evaluated as "valid", at least in part, by gathering input and public concerns.
- Identification of possible solutions for the identified parking issues and research the feasibility of each, including the following factors: Time frame, cost estimate, potential disruption of operations, and employees necessary for a solution to be implemented.
- Identification of pros and cons/risks for each solution
- Acquisition of feedback from all residents as to the recommended solution
- Presentation of all options, and the Committee's recommended solution and associated feedback and justifications, to the Town Council
Members
The Parking Committee shall consist of 7 members. Residents and non-residents may apply for a place on the Parking Committee as vacancies occur. The Parking Committee members shall be selected from a pool of applicants. Town Council shall appoint members at a regular scheduled Town Council meeting. Each member shall serve a four-year term. All members of the Parking Committee serve at the pleasure of the Town Council and may be added or removed at any time as the Town Council deems appropriate.
At the first meeting of each year, the Parking Committee members shall meet to elect a Parking Committee Chair and Vice-Chair. The Chair shall serve a one-year term. The Vice-Chair shall serve a one-year term and will fulfill the duties of the Chair in their absence.
The Chair will preside over the Parking Committee meetings, including setting the agenda. The Chair shall present parking issues and recommended solutions to the Town Council as necessary.
A Town Councilmember will be assigned to attend all Parking Committee meetings and act as a liaison between the Town Council and the Parking Committee. The Councilmember will only act as a liaison and will not run or otherwise interfere with Parking Committee meetings, evaluations of solutions, or selection of recommendations.
Meetings
Parking Committee members must be present for each meeting. A Parking Committee member may be removed by the Town Council if they miss three or more consecutive meetings. The Chair will conduct all meetings in accordance with Robert's Rules of Order and shall comply with all Town ordinances and State Law. The Chair will meet with the Town Administrator for all recommendations prior to presenting them to Town Council.
The Parking Committee members shall appoint Secretary. The Secretary shall take meeting minutes at all meetings of the Parking Committee and present the prior meeting minutes to the Parking Committee member for approval. The approved meeting minutes shall be provided to the Town Clerk promptly after being approved.
Disbanding
The Parking Committee shall remain in effect until otherwise disbanded through completion of its work, or until a plan is created and implemented. The Town Council may vote to disband the Parking Committee if it determines the primary responsibility is no longer necessary.
